Visibility and freezing conditions on the roads can be a concern as large areas of fog and sub-freezing temperatures cover the entire region.
Emergency services officials and police all around the Twin Tiers early March 10 reported dense fog as temperatures were low enough to cause moisture to freeze on solid surfaces. The National Weather Service was also warning motorists of possible slippery spots from freezing sleet and sleet on roads and sidewalks.

Meanwhile, power issues persist for dozens of New York State electric and gas customers. Thousands of people were left without service from Monday to Tuesday due to a major wind and rainstorm and then heavy snowfall yesterday, which compounded the problems and left additional customers without power. As of 6 a.m. on March 10, NYSEG reported on its website that hundreds of customers in Delaware and Tioga counties and a handful in Broome and Chenango counties were without power. Many who expect service to be restored by noon, but NYSEG said it does not expect power to return to parts of Candor in Tioga County until the end of the afternoon.
Another storm system is unleashing the region for the weekend. The Binghamton National Weather Service issued a winter storm watch from 1 a.m. Saturday to 1 a.m. Sunday.
